Resolved T3 BS3 Blank does not load template-responsive.less

As the title states, the template-responsive.less doesn't appear to be loaded for themes using the BS3 blank template?
What file should media queries be put in for templates?

Yes,
As bootstrap 3, we no longer maintains *-responsive.less

T3 Bs3 use bootstrap 3 and its mobile first approach.
You can try T3 Blank if you like the old way.
