In T3, we use gutter variable to define the space between blocks. You can change the gutter value by opening the "templates/t3_bs3_blank/less/variables.less" then find the variable:

@grid-gutter-width:         30px;

Now you can change the value to whatever you want. Once done, please compile LESS to CSS to make this available in OFF dev mode.
