What is the use of legacy-navigation.css?
As far as I understand it supports submenus. But how to use it with t3 bs3 blank template?

T3 supports both Bootstrap 2 and Bootstrap 3 but the 2 versions are independent, but in one site, the 2 versions can run at the same time. T3 BS3 Blank template uses Bootstrap 3, the lagacy files are to ensure that Bootstrap 2 markup can still run on your site.
