i dont find assets.xml in templates/t3_blank/etc.....

Why?

You can create such file. Here is a sample markup in the file.

<?xml version="1.0" encoding="utf-8"?>

<assets>

	<scripts>

		<file>js/jquery.ckie.js</file>

		<file>js/script.js</file>

	</scripts>

	

	<stylesheets>

		<file>fonts/font-awesome/css/font-awesome.min.css</file>

	</stylesheets>

	

</assets>
